« RELANCER LA CARITAS EN CENTRAFRIQUE DANS UN ESPRIT DE DIALOGUE AU SEIN DE L’EGLISE »

Bangui, le 7 octobre 2016

Près d’un an après la visite mémorable du Pape François, plus de 40 personnes venant de tout le pays, évêques, vicaires généraux et secrétaires diocésains, membres du Conseil d’administration, se sont retrouvées à Bangui du 5 au 7 octobre avec des responsables de la Confédération Caritas Internationalis au niveau international et africain et des représentants de Caritas sœurs (Catholic Relief Services, Secours Catholique/Caritas France, Caritas Allemagne, Caritas Congo) pour réfléchir au développement de l’activité de Caritas Centrafrique au moment où la communauté internationale manifeste des signes de lassitude face à une crise qui dure.

Caritas Centrafrique est une organisation ancienne qui manifeste l’engagement de l’Eglise catholique auprès des plus pauvres et des plus vulnérables pour les aider à mener une vie digne d’enfant de Dieu, partout sur le territoire à travers les Caritas diocésaines et les Caritas paroissiales. L’atelier a permis de rappeler le travail remarquable réalisé ces dernières années dans un contexte de guerre particulièrement difficile. Les initiatives concourant à réduire les tensions, en particulier celles menées par la plateforme interreligieuse, ont été valorisées. Le président de la communauté islamique centrafricaine est intervenu pour souligner l’importance de la coopération entre les communautés de foi pour ramener la paix et la rendre durable. L’impact de ces actions tant sur le plan national que international a eu des retombées positives dans le rapprochement entre les communautés et a permis une meilleure compréhension de la crise au delà des multiples interprétations.

L’atelier a donc réfléchi au renforcement des activités de Caritas Centrafrique dans les champs de la réponse à l’urgence, toujours nécessaire, du développement qui représente la voie de sortie de crise, de l’action pour la paix. Ce dernier point a été souligné comme majeur par les participants. L’expérience de Caritas Congo Brazzaville a été présentée comme pouvant inspirer les responsables de Caritas Centrafrique dans leur développement : une approche en réseau de toutes les Caritas diocésaines, des procédures claires et suivies, un secrétariat national animateur et formateur, représentant l’ensemble auprès des autorités nationales et internationales présentes dans le pays.

Caritas Afrique et Caritas Internationalis ont pour leur part manifesté leur volonté d’accompagner ce renforcement en mobilisant le concours de Caritas sœurs et celui d’organisations internationales, pour soutenir les initiatives prises aussi bien dans le champ de l’action de terrain que de la mobilisation internationale pour la paix et la reconstruction du pays.

Les années passant, nombreux sont ceux à l’extérieur qui ont oublié la Centrafrique ou qui considèrent que dorénavant avec l’élection présidentielle, le pays est remis sur les rails. La nécessaire aide internationale risque fort de diminuer, ce qui risquerait de ramener le pays à nouveau dans la violence et l’abandon. L’impunité, le contrôle de vastes pans du pays par des groupes armés, la faiblesse de l’administration et des services de base, notamment dans l’éducation, risquent pourtant d’engendrer une prochaine crise.

Les participants à cet atelier appellent la communauté internationale, et en premier lieu les Nations Unies, l’Union Africaine et l’Union Européenne, à rester mobilisée dans la durée pour répondre aux défis considérables de la reconstruction politique, économique et sociale en République Centrafricaine.
